Level is a Riftbound dependent keyword tied to XP. "[Level N][>] [Text]" is short for "while you have N or more XP, this card gains [Text]" — the bonus text switches on the moment your XP total reaches the printed threshold, and switches back off if your XP (or the card's controller) changes and the threshold is no longer met.
